Cook ground beef in large pot or dutch oven until browned and crumbled. Drain ground beef. Set aside.
Next heat the oil and cook the onion and jalapeño pepper until softened and browned. Next add the garlic and cook for a few minutes more, being careful not to burn the garlic. Add the ground beef back into the dutch oven.
Add the beans, tomatoes, tomato paste, beef broth, and spices. Bring to a boil and then reduce heat to a simmer. Allow the mixture to simmer for about 2 hours until the mixture begins to thicken.
To make the Frito Chili Pies
Split the Frito bags down the middle and top with 1/2 cup Quick Chili, shredded cheese, and green onions.
